Yes. Migrator Pro is an add-on, it requires the free Migrator plugin installed and active. PRO uses the same backup engine.

What ships today?

You download a standalone installer and a backup, upload both to the new server and open the installer in your browser. It downloads WordPress core, extracts the files, imports the database, rewrites URLs and writes wp-config.php.
